Thai Ha Industrial Park Phase I was approved for the 1/500 detailed construction planning under Decision No. 649/QĐ-UBND dated April 19, 2019, issued by the People’s Committee of Ha Nam province. Subsequently, the project was approved for investment policy under Decision No. 1643/QĐ-TTg dated November 15, 2019, by the Prime Minister, and officially established under Decision No. 2592/QĐ-UBND dated December 4, 2019, by the people’s committee of Ha Nam province. Phase I covers an area of 100 hectares.Thai Ha Industrial Park Phase II was approved for the 1/500 detailed construction planning under Decision No. 1368/QĐ-UBND dated July 12, 2022. The project was later approved for investment policy under Decision No. 179/QĐ-TTg dated February 6, 2024, by the Prime Minister. The total investment capital is VND 976.83 billion. The operational duration of the project is from March 6, 2023, to November 15, 2069.

Thai Ha Industrial Park is the 8th industrial park in Ha Nam province to receive investment policy approval from the Prime Minister. It is evaluated as one of the industrial parks with the most modern technical infrastructure and strongest investment attraction capability in the province.

  • Land conditions: average ground elevation: 9 meters. Soil characteristics: compacted, fully leveled.

  • Internal road system: the internal traffic network is logically designed to ensure smooth circulation throughout the entire industrial park. Internal roads have widths of 36 m, 32 m, 21.25 m, and 18.25 m. All roads are designed and constructed in strict compliance with national standards and finished with asphalt concrete. The road system is equipped with complete, aesthetic high-pressure lighting.
  • Power supply system: electricity is supplied from the Ly Nhan 110/22kV – 126MVA substation. The high-voltage electrical network is installed along the internal road system within Thai Ha Industrial Park.
  • Water supply system: clean water is supplied at a capacity of 8,000 m³/day, provided by the central water treatment plant. Water is delivered to each factory boundary through international-standard pipeline systems.
  • Wastewater and solid waste treatment: wastewater is collected and treated at the industrial park’s wastewater treatment plant, meeting Standard A of QCVN 40:2011/BTNMT before being discharged into the general drainage system. Total treatment capacity: 5,600 m³/day, with Phase I (2,050 m³/day) already completed. Solid waste must be sorted, collected, and transported out of the industrial park by licensed environmental service providers. Factory emissions must be filtered through systems meeting national standards before being released into the environment.

  • Telecommunications system: Thai Ha Industrial Park is equipped with an underground telecommunication cable network, connected to each factory boundary using international-standard wiring. IV. Investment costs in Thai Ha Industrial Park

  • Industrial park management fee: 0.5 USD/m²/year, payable annually in the first month of the year.
  • Electricity price: according to EVN regulations.

  • Corporate Income Tax (CIT): investment projects located in Thanh Liem and Ly Nhan districts are eligible for a 20% tax rate for 10 years, 2 years of CIT exemption, and a 50% tax reduction for the subsequent 4 years.
  • Import Duty Exemption: exemption of import taxes for a wide range of goods, machinery, equipment, and components.

In addition, the Ha Nam provincial government ensures comprehensive administrative support, including: fast-track administrative procedures, with the Investment Registration Certificate issued within no more than 3 days; maximum support for enterprises seeking to expand production, adjust business activities, or amend their Investment Registration Certificate; assistance in workforce training and supplying high-quality labor; efficient implementation of electronic customs procedures.
