Viet Hung Industrial Park was approved for establishment by the Prime Minister under Document No. 727/TTg-CN dated May 15, 2006. The project covers a total area of 301 hectares, including 191 hectares of industrial land, located in Ha Khau ward and Viet Hung ward, Ha Long city. The developer is Viet Hung Industrial Park Development Joint Stock Company, a subsidiary of the Civil Engineering Construction Corporation No. 5 (CENCO5). The total investment capital was initially VND 553.4 billion, later adjusted to VND 1,100 billion.

The industrial park was officially established by the Quang Ninh Provincial People’s Committee under Decision No. 2868/QĐ-UBND dated September 28, 2006, with an area of 300.93 hectares. The 1/2000-scale detailed construction plan was approved under Decision No. 330/QĐ-UBND dated January 26, 2007, and subsequently adjusted under Decision No. 1399/QĐ-UBND dated May 7, 2021.

The project is implemented in two phases:

  • Phase 1: covers 151.89 hectares, with planning adjustments approved under Decision No. 3368/QĐ-UBND dated October 18, 2016. Land allocation was approved under Decision No. 321/QĐ-UBND dated February 16, 2018, Decision No. 2740/QĐ-UBND dated August 4, 2020, and Decision No. 3570/QĐ-UBND dated September 16, 2020.
  • Phase 2: covers 149.04 hectares, with planning adjustments approved under Decision No. 5232/QĐ-UBND dated December 19, 2018, and land allocation under Decision No. 3569/QĐ-UBND dated September 16, 2020.

This advantageous position enables flexible logistics services for both domestic and international trade activities.

  • The QL279 upgrade project (southwest of Viet Hung IP) spans 8.6 km, connecting from the QL18 intersection to the Ha Long – Van Don expressway. Designed for 6 lanes, with a total investment of VND 1,800 billion, the project had reached over 35% completion by August 2025.
  • The An Tiem road project, linking through Viet Hung IP to Van Yen intersection, has a total length of 1.95 km and a design speed of 50 km/h. Following the existing alignment, the project improves traffic connectivity and local socio-economic growth, scheduled for completion in early Q2/2025.
  • Mong Cai border gate: 120 km via National highway 18 and Ha Long – Van Don expressway.
  • Hanoi capital: about 130 km (approximately 1 hour 20 minutes via Ha Long – Hai Phong expressway).

By the end of 2024, the Viet Hung Industrial Park had essentially completed its technical infrastructure across both development phases:

  • Ground elevation: The ground elevation ranges from +3.75m to +4.75m, higher than the flood level recorded in hydrological data, including the 100-year climate change sea level rise scenario of +3.68m, ensuring long-term safety and resilience against flooding.
  • Internal transportation system: The main road running through Viet Hung IP is the Chi Linh – Tieu Giao axis, oriented north–south. The internal road network follows a grid layout, with main trunk roads 2×7.5m wide in both north–south and east–west directions. Branch roads intersect the main axes perpendicularly, providing direct access to each individual land plot within the park.
  • Power supply system: Transformer station: 4×40 MVA – 110/22kV. 22kV power lines are installed along the internal road network. In phase 1, 22kV cables are underground, routed through technical conduits, and connected to each plot’s technical cabinet. In phase 2, the 22kV lines are overhead, supported by 18m reinforced concrete poles.
  • Clean water supply: A connection agreement has been established with the Dong Ho water plant, with a capacity of 20,000 m³/day-night. The water pipeline network (diameter D150–D355) forms a closed-loop ring along the internal roads of Viet Hung IP.
  • Drainage system: Separate drainage systems for stormwater and wastewater are constructed. A 9m-wide open drainage canal runs through the park, ensuring efficient rainwater discharge while enhancing the landscape.
  • Wastewater treatment: Central wastewater treatment plant has capacity 2×3,000 m³/day-night, wastewater pipes have diameter ranges from D400 to D600.
  • Telecommunications system: Equipped with modern, internationally standardized infrastructure, providing full domestic and international communication services, including Internet and IP telephony.The system is underground, with distribution nodes for convenient connection
  • Green landscape: over 10% of the total area.

  • Infrastructure management fee: 0.28 USD/m²/year (subject to change over time)
  • Electricity price: normal hours: 1,899 VND/kWh, off-peak hours: 1,234 VND/kWh, peak hours: 3,508 VND/kWh. According to Decision No. 1279/QĐ-BCT dated May 9, 2025, issued by the Ministry of Industry and Trade
  • Clean water supply: 1 USD/m³ (subject to change over time)
  • Wastewater treatment fee: 0.55 USD/m³ (subject to change over time)
  • Telephone, Internet, and other service charges: As regulated by service providers at the time of use.

V. Investment incentives at Viet Hung Industrial Park

Enterprises operating in Viet Hung Industrial Park are entitled to various investment incentives, including:

  • Corporate Income Tax (CIT): 10% reduction in CIT for the first 15 years. 20% reduction from the 16th year onward.
  • Import Tax: Exemption on imported raw materials and supplies used to produce export goods. Exemption on imported goods for creating fixed assets of investment projects in tax-incentivized sectors.

In addition, investors are guided and supported throughout the investment licensing process and post-license administrative procedures to ensure swift implementation, including:

  • Investment licensing procedures
  • Personnel registration procedures
  • Company seal registration
  • Tax code registration

Investor support services also include introductions and connections to essential facilities and service providers during project implementation, such as:

VI. Investors in Viet Hung Industrial Park

By the end of 2024, Viet Hung Industrial Park had attracted 12 investment projects with a total registered capital of USD 85.46 million in FDI and over VND 6,100 billion in domestic investment (DDI), creating stable employment for more than 5,400 workers and achieving an occupancy rate exceeding 44%. The industrial park continues to draw supporting industry projects in the automotive sector, aiming to develop a modern automotive industrial complex in Quang Ninh Province and across Vietnam.

A notable highlight is the Thanh Cong Viet Hung Automobile Manufacturing Plant, covering an area of 36.5 hectares with a designed capacity of 120,000 vehicles per year. This is the first Skoda automobile manufacturing plant (a historic Czech automotive brand) in Southeast Asia, positioning Quang Ninh as one of the country’s next major automotive production hubs and marking a significant milestone in the province’s manufacturing and processing industries. After more than two years of construction, the Thanh Cong Viet Hung Auto Plant was officially inaugurated and put into operation in March 2025. It serves as the core project within the Thanh Cong Viet Hung Automotive and Supporting Industries Complex, which spans 400 hectares with a total investment of nearly VND 9,000 billion.

With the establishment of the Thanh Cong Viet Hung Automobile Plant, the park is expected to attract a wave of clean and sustainable projects in the manufacturing and processing sectors in the near future. Thanks to its strategic location and modern infrastructure, Viet Hung Industrial Park is regarded as the “industrial heart of Quang Ninh Province.”
