Tan Trao Industrial Park (Phase 1) was approved for investment policy under Decision No. 1799/QĐ-UBND dated June 11, 2025, and its 1/2000-scale zoning plan was ratified under Decision No. 1538/QĐ-UBND dated May 20, 2025, issued by the People’s Committee of Hai Phong City. This is a key strategic project contributing to the realization of the Prime Minister’s decision on establishing the southern coastal economic zone of Hai Phong.
The project is planned to be implemented over five years, from Q2/2025 to Q2/2030, with the following timeline:
Q2/2025 – Q1/2026: carry out legal procedures and investment preparation steps. During this period, site clearance will be conducted and expected to be completed by the end of 2025.
Q1/2026 – Q2/2030: construction and development of industrial park infrastructure, gradually putting the area into operation and commercial use.
With a total investment capital of over VND 4,059 billion, Tan Trao Industrial Park – phase 1 covers a planning area of 252.1 hectares, including approximately 226.79 hectares of industrial land located inside the left dyke of the Van Uc river, while the remaining area lies outside the dyke.
The first secondary investment project in Tan Trao Industrial Park is the Hai Phong LNG power plant, which occupies an area of over 98.5 hectares with a total investment of more than VND 178,000 billion and a designed capacity of 4,800 MW, of which Phase 1 will develop 1,600 MW.

On the afternoon of September 26, 2025, at Kien Hung commune, Hai Phong city, the Groundbreaking Ceremony for the Tan Trao Industrial Park (Phase 1) infrastructure development project and the Hai Phong LNG Power Plant Project was officially held.

Tan Trao Industrial Park – Phase 1 is located within the Southern Coastal Economic Zone of Hai Phong City, offering excellent connectivity to seaports, airports, highways, and railways. This advantageous location creates a solid foundation for developing supporting industries, establishing supply chain linkages, and attracting high-quality human resources.

With a total investment of over VND 178 trillion, the Hai Phong LNG Power Plant covers an area of approximately 98.5 hectares, located on lots A2-CN1, A4-CN1, A5-CN1, A6-CN1, and A7-CN1 within Tan Trao Industrial Park. The plant will be constructed over five years and is expected to begin operation by the end of 2030. Once operational, it will generate about 9.6 billion kWh per year in Phase 1 and 19.2 billion kWh per year in Phase 2, supplying electricity for the entire Tan Trao Industrial Park as well as contributing a substantial capacity to the national power grid. This project will help stabilize the power system and reduce dependence on traditional energy sources. With a designed capacity of 4,800 MW (Phase 1: 1,600 MW; Phase 2: 3,200 MW), the plant is expected to become the largest thermal power plant in Vietnam under Power Development Plan VIII, and one of the leading LNG power plants in the world.
Electricity generated from LNG (Liquefied Natural Gas) offers outstanding environmental advantages, as it produces almost no SO₂ emissions, no particulate matter, and significantly lower NOx levels compared to electricity generated from traditional fossil fuels such as coal or oil. Therefore, this project is not merely a conventional LNG power plant—it plays a crucial strategic role as a sustainable energy security hub, pioneering green transformation and green growth, while meeting the industrial development demands of Hai Phong and the northern region of Vietnam.
