Dong Phi Industrial Cluster was established under Decision No. 2022/QD-UBND dated September 25, 2023, issued by the People’s Committee of Phu Tho province, and its 1/500 detailed master plan was approved under Decision No. 2546/QD-UBND dated November 6, 2023, by the People’s Committee of Ha Hoa District.

With a total investment capital of VND 492 billion, including VND 147.6 billion of investor equity, Dong Phi Industrial Cluster covers an area of 74.77 hectares, of which 52.98 hectares are designated for industrial land use. Once operational, the project is expected to create nearly 8,500 jobs.

The project implementation timeline runs from 2023 to 2026, specifically as follows:

  • Completion of resettlement, land clearance, and land use conversion (74.77 ha) by December 31, 2024.
  • Completion of infrastructure construction by December 31, 2025.
  • Investment attraction to begin in 2024 and reach 100% completion by 2026.

In the future, the cluster is expected to be connected to the inter-regional route linking Ho Chi Minh Road with National Highways 70B and 32C, extending toward Yen Bai Province (Provincial Road 315D).

The technical infrastructure of the Chau Minh – Bac Ly – Huong Lam Industrial Park is planned as follows:
  • Internal road network: the internal roads within Dong Phi Industrial Cluster are divided into three types: cross-section 1–1: right-of-way width 30 m, cross-section 2–2: right-of-way width 20 m, cross-section 3–3: right-of-way width 13.5 m. These roads are designed to meet industrial traffic standards, ensuring smooth and safe circulation for goods and workers.
  • Power supply system: Substation 1 (TBA100 – 35/22/0.4kV): Located in the green park area opposite the operation and service center, substation 2 (TBA250 – 35/22/0.4kV): Located in the technical infrastructure area (HTKT1). These substations ensure stable and sufficient electricity supply for industrial production across the entire cluster.
  • Clean water supply system: according to the General Construction Plan of Xuan Ang commune (2021–2030), a clean water supply system (D300 pipeline) runs along Provincial Road 315D. The clean water network is scheduled for construction in 2024, providing sufficient capacity to meet the cluster’s entire water demand.
  • Wastewater treatment system: the central wastewater treatment plant of Dong Phi Industrial Cluster has a treatment capacity of 1,800 m³/day-night. Treated wastewater will meet Type A standards under QCVN 40:2011/BTNMT (Vietnam’s National Technical Regulation on Industrial Wastewater) before being discharged into the environment via a D500 drainage pipeline connected to the existing canal network.
