Chau Minh – Bac Ly – Huong Lam Industrial Park (also known as Chau Bac Huong Industrial Park or Chau Minh Industrial Park) was approved under the 1/2000 Zoning Plan in Decision No. 399/QĐ-UBND dated April 18, 2023, by the Bac Giang Provincial People’s Committee, and its Investment Policy for Phase 1 was approved under Decision No. 972/QĐ-TTg dated September 13, 2024, by the Prime Minister.
Project Implementation Schedule (Expected): completion of the 1/500 detailed planning preparation and appraisal before February 28, 2025; Completion of the Environmental Impact Assessment (EIA) appraisal and approval before March 31, 2025; completion of site clearance before August 30, 2025; issuance of construction permits before October 15, 2025; the management board of Bac Giang Industrial Park, in coordination with relevant departments and the project investor, will begin investment promotion activities from October 1, 2025; infrastructure construction is expected to be fully completed before April 30, 2026.
I. Overview of Chau Minh – Bac Ly – Huong Lam Industrial Park
The Chau Minh – Bac Ly – Huong Lam Industrial Park project has a total investment capital of VND 1,256.155 billion, of which the investor’s contributed capital is VND 190.308 billion. The project covers a total area of 210.96 hectares, with Phase 1 covering 105.5 hectares.
Location: Chau Minh commune, Huong Lam commune, Hiep Hoa district, Bac Giang province (currently Xuan Cam Commune, Bac Ninh province)

Labor force: Bac Ninh province has a population of 3.62 million people, including 2.23 million of working age, of which 1.52 million are trained workers. The regional minimum wage is VND 3,860,000/person/month (according to Decree No. 128/2025/NĐ-CP dated June 11, 2025 by the Government).
II. Location of Chau Minh – Bac Ly – Huong Lam Industrial Park
Chau Minh – Bac Ly – Huong Lam Industrial Park enjoys a significant advantage in transport connectivity as it is adjacent to Vanh Dai 4, linking Bac Giang with Hanoi via Xuan Cam – Bac Phu bridge and with Bac Ninh via Bac Ha 2 bridge. This strategic location provides favorable conditions for investors in terms of commuting and goods transportation. From the project site, it is easy to access major national economic zones through key transport routes such as: Hanoi – Thai Nguyen expressway, Hanoi – Hai Phong expressway, Hanoi – Lao Cai expressway, National highway 18, National Highway 1A.

III. Infrastructure in Chau Minh – Bac Ly – Huong Lam Industrial

The technical infrastructure of the Chau Minh – Bac Ly – Huong Lam Industrial Park is planned as follows:
Internal road system: The main road is 35 meters wide, while branch roads range from 24 to 27 meters in width. Two parking areas are planned, each with a maximum height of 3 floors and a maximum construction density of 40%.
Electricity supply system: Initially, the power supply for Chau Minh – Bac Ly – Huong Lam Industrial Park will be sourced from a 22kV line connected to the 110kV Song Cau Substation, with a capacity of 2×63 MVA, located to the south of the project area. According to the master plan, a new 110kV/35/22 Substation with a capacity of 2×63 MVA will be constructed to provide dedicated power for the industrial park.
Clean water supply system: water will be supplied from Mai Dinh water plant. The connection point will be from the D300 pipeline along provincial road 295, in line with the district’s master plan. The water plant’s capacity is 18,000 m³/day-night.
Wastewater treatment system: The centralized wastewater treatment plant has a capacity of 12,000 m³/day-night. Treated water will meet column A standards under QCVN 40:2011/BTNMT – the national technical regulation on industrial wastewater – before being discharged into the Ngo Khong Canal to the southeast of the industrial park.
Telecommunication system: Fully developed and capable of integrating with the local postal and national telecommunication networks.
Service infrastructure:
Public service and administration center (3.5 ha), including facilities for banking, customs, taxation, food services, and accommodation.
Inland waterway port (3.5 ha), supporting cargo transport and logistics.
Adjacent worker housing area (20 ha), planned to include residential housing, kindergartens, medical centers, entertainment, and community facilities.
Security and fire protection system: operates 24/7.
Banking network: branches within the industrial park are ready to provide comprehensive financial services for investors.
IV. Investment cost in Chau Minh – Bac Ly – Huong Lam Industrial Park
Industrial management service fee: USD 0.5/m²/year
Electricity price: according to the announcement of the State Authority. As of June 2025:
normal hours: 1,987 VND/kWh, off-peak hours: 1,300 VND/kWh, peak hours: 3,540 VND/kWh
Clean water price: According to the announcement of the State Authority. As of June 2025: 11,525 VND/m³
Wastewater treatment fee: USD 0.5/m³

Land lease exemption: 100% exemption from land rental fees for 7 years.
