Phuoc Dong Wharf Industrial Park, Long An Province

Phuoc Dong Wharf Industrial Park was established under the Decision No. 2498/QĐ-UBND dated August 11, 2011 of the People’s Committee of Long An Province. However, due to the land of Thang Long Private Enterprise located in a critical position, the project was delayed as it divided the park into two parts, making it impossible to connect electricity, water supply & drainage, and transportation infrastructure.

The project received approval for the 1/2,000 Zoning Plan under Decision No. 4027/QĐ-UBND dated October 30, 2020 by the people’s committee of Long An Province. With the investment policy clarified and the planning framework in place, Phuoc Dong Wharf Industrial Park officially commenced construction on March 21, 2021. With its total area of 128.8 hectares and significant development potential, the park is expected to become a highlight for investment attraction in Long An Province, making an effective contribution to the overall growth of the Southern key economic region.

I. Overview of Phuoc Dong Wharf Industrial Park

With a total investment capital of USD 430 million (approximately VND 10,000 billion), Phuoc Dong Wharf Industrial Park has a total area of 128.8 hectares, of which the factory and warehouse zone occupies 92.39 hectares. • Construction regulations: Maximum building density 70%, up to 2 floors; minimum green space per lot: 20%; setback from road red line: 8m.

II. Location of Phuoc Dong Wharf Industrial Park

Phuoc Dong Wharf Industrial Park is located in the strategic priority industrial development zone along the Vam Co River “Giáp Sông Vàm Cỏ”, thereby benefiting from a convenient transportation network. The project lies to the west of Ho Chi Minh City’s gateway, about 45 km from the city center via national highway 50 and 1A, and about 35 km via the Long Hau Extended Road.

Boundaries:

• North: Adjacent to Provincial Road 826B, existing residential area along Provincial Road 826B, and rice fields.
• South: Adjacent to Vam Co River
• East: Adjacent to Nuoc Man Canal
• West: Adjacent to rice fields and the existing residential – resettlement area

For road transport, Provincial Road 826B runs through the project, connecting with National Highway 50, which links Ho Chi Minh City with the Mekong Delta provinces. Travel time from Ho Chi Minh City to the industrial park is less than one hour.

For waterway transport, the project has more than 3 km of river frontage along the Vam Co River and two wharf clusters within Phuoc Dong International Port. Notably, IMG Phuoc Dong Port, with a capacity of 20,000 DWT, will serve as a transshipment hub for the dynamic Western economic region and international ports, as it has been registered in Vietnam’s inland waterway port system. In addition, the port clusters are conveniently connected to major Southern key infrastructure such as Tan Son Nhat International Airport, Long An International Port, Cat Lai Port, and Cai Mep Port.

TECHNICAL INFRASTRUCTURE IN PHUOC DONG WHARF INDUSTRIAL PARK

Phuoc Dong Wharf Industrial Park has completed the construction of its wastewater treatment plant, technical infrastructure, internal transportation system, administration building, fencing, and full power connection in accordance with the approved construction permit. The facilities meet the standards required to receive secondary investors. Below is the detailed technical infrastructure of the project:

• Internal road system: Main roads with 4 lanes, 16 m wide; branch roads with 2 lanes, 8 m wide. All roads are paved with hot-mix asphalt and designed according to Vietnamese standards.
• Electricity supply system: Power source 110/22 kV with a capacity of (16 + 40) MVA. Rooftop solar power system (installed on factory rooftops) with a total capacity of 31.35 MW.
• Clean water supply system: Supplied by Can Duoc Water Plant with a capacity of 5,000 m³/day. Pipeline diameters range from 110 mm to 315 mm.

• Wastewater treatment system: Treatment capacity of 3,000 m³/day. Enterprises are required to pre-treat wastewater to meet Column B standards. Phuoc Dong Wharf Industrial Park’s centralized wastewater treatment system ensures effluent meets Column A standards in accordance with QCVN 40:2011/BTNMT before being discharged into the environment.

• Other amenities: Customs office, post office, medical station, canteen, convenience stores, and other essential services are readily available within the industrial park.
• Service Infrastructure: A 14-storey residential complex for experts and workers with a total construction floor area of 40,782 m².

READY-BUILT FACTORIES FOR LEASE IN PHUOC DONG WHARF INDUSTRIAL PARK

• Low-rise ready-built factories: Total area of 25 hectares. Factory sizes range from 1,600 m² to 19,200 m². Minimum height: 8.3 m. Ridge height: 13.1 m. Floor loading capacity: 2 tons/m². Each factory is equipped with a transformer station of 3,000 KVA.
• High-rise ready-built factories: Total area of 10 hectares. Height: 5 floors. Floor loading capacity: 2 tons/m² on the ground floor and 1 ton/m² on upper floors. Equipped with a transformer station, basic lighting system, fire prevention & fighting system, and fire alarm devices.

• Wharf capacity: 20,000 DWT (for 2 wharves)
• Logistics yard area: 2.43 ha (planned expansion to 16.5 ha)
• River frontage along Vam Co River: 2.6 km
• Canal frontage along Nuoc Man Canal: 0.6 km
• Port width: 30 m × 350 m (Phase 1)
• Berth foundation works: Water area depth: 10.9 m at mooring; navigation channel depth: 8.6 m
• Water level (high/low tide): +1.3 m / -2.04 m (Hon Dau datum)

IV. Investment costs in Phuoc Dong Wharf Industrial Park

• Infrastructure management fee: USD 0.05/m²
• Electricity price: According to EVN regulations
• Clean water price: According to the service provider’s regulations
• Wastewater treatment fee: Calculated based on 80% of the monthly clean water consumption or according to the wastewater meter reading

Payment schedule of Phuoc Dong Wharf Industrial Park

• Deposit: VND 1 billion – within 10 days from the signing date of the Agreement, for land reservation.
• 1st Payment: 5% of the contract value (including deposit) – within 15 days upon signing the Land Lease Contract.
• 2nd Payment: 45% of the contract value – within 30 days from the date of signing the Land Lease Contract.
• 3rd Payment: 45% of the contract value – within 90 days from the date of signing the Land Lease Contract.
• 4th Payment: 5% of the contract value – upon receiving the Land Use Right Certificate (expected within 6–12 months from the date of signing the Land Lease Contract).

V. Investment incentives in Phuoc Dong Wharf Industrial Park

Enterprises Phuoc Dong Wharf Industrial Park are entitled to the following investment incentives:

• Corporate income tax: Applicable tax rate is 10%. Exempted for the first 2 years and reduced by 50% for the following 4 years for general industries. Exempted for the first 4 years and reduced by 50% for the following 9 years for high-tech industries.
• Import Tax: Enterprises are exempted from import tax on goods in accordance with Article 16 of the Law on Export and Import Duties.

In addition, the developer of Phuoc Dong Wharf Industrial Park will support secondary investors with the following procedures:

• Free of charge business establishment services: application for Investment Certificate, Business Registration, Company Seal, and Tax Code.
• Registration of management personnel.
• Preferential offers for leasing transaction offices and shared offices.
• Advisory services for Environmental Impact Assessment (EIA), construction permits, fire prevention and fighting approval, etc.
