Du Long Industrial Park, Ninh Thuan Province

Du Long Industrial Park was added by the Prime Minister to the industrial planning of Ninh Thuan province until 2010 in Document No. 256/TTg-CN dated March 14, 2005 of the Prime Minister. After that, the industrial park was adjusted to increase the planning area to 410 hectares in Decision No. 1107/QD-TTg dated August 21, 2006 of the Prime Minister. Du Long Industrial Park was officially established in Decision No. 3848/QD-UBND dated June 30, 2008 of the People’s Committee of Ninh Thuan province with the full name Du Long Industrial Park with 02 phases including phase 1 area of 254.18 hectares (from 2007 – 2009) and phase 2 area of 153.1 hectares (from 2009 – 2012).

Du Long Industrial Park was first approved by the People’s Committee of Ninh Thuan province for its detailed 1/2000 scale construction plan on January 8, 2013 and was adjusted many times. On May 5, 2015, the Industrial Park was adjusted to reduce the planning area to 407 hectares in Document No. 620/TTg-KTN of the Prime Minister. The most recent document on scale adjustment is shown in Decision No. 142/QD-UBND dated March 31, 2023 of the Provincial People’s Committee. According to the latest plan, Du Long Industrial Park has a total planning area of 407.28 hectares.

I. Overview of Du Long Industrial Park

Du Long Industrial Park is currently the largest industrial park operating in Ninh Thuan province with a total area of 407.28 hectares; of which the area of industrial land for lease is 306.11 hectares. In particular, the rental area is divided into 2 main areas including:

Zone 1 (49.23 hectares) is for industries that easily affect the environment such as textile dyeing, chemicals…
Zone 2 (256.79 hectares) is for other industries on the list of industries attracting investment in the industrial park.

Du Long Industrial Park is the only industrial park that has completed its facilities and is in operation, and the area of Du Long Industrial Park has a large proportion of vacant land (vacant land fund is nearly 70%), this will be the ideal choice of investors. In 2024, Du Long Industrial Park is expected to continue to promote investment attraction from foreign-invested enterprises and enterprises belonging to priority industry groups.

II. Location of Du Long Industrial Park

Located in Ninh Thuan province, Du Long Industrial Park owns a prime location at Km 1540+598 on National Highway 1A in front of the industrial park gate, adjacent to the North-South railway and right next to the North-South highway at the intersection. III. Infrastructure in Du Long Industrial Park

Currently, Du Long Industrial Park is planned into 5 zones, including: Operating area, power plant area, wastewater treatment plant area, regulating lake and service and commercial area. In addition, in the industrial park there are 41.35 hectares of green trees and water surface and 47.25 hectares of internal traffic area.

Du Long Industrial Park has basically completed the infrastructure items of phase 1 in July 2022 and officially went into operation.

• Internal traffic: Internal road width ranges from 20 – 52 m.
• Power supply system: 110/220KV power supply station. In addition, the industrial park is also surrounded by wind and solar power projects.

• Clean water supply system: Capacity of water supply station is 15,000 m3/day and night.
• Wastewater treatment system: The wastewater treatment system uses modern SBR technology lines, with a maximum treatment capacity of up to 12,000 m3/day and a maximum waste treatment capacity of 150 – 300 tons/day and night. Wastewater is received and treated according to standards in environmental license GPMT306/GPMT-BTNMT.

• Security and fire protection system: Fully equipped according to standards and regulations of the Law.
• Telecommunications system: Fully equipped with communication system and internet.
• Service system: Security and fire protection systems, infrastructure services and utility services; Customer support services throughout the entire pre- and post-investment process.
• Other amenities: There is a lake, accommodation and commercial services for experts and workers.

In addition, by 2030, Du Long Industrial Park will take advantage of the abundant wind and solar energy sources in the area. Connecting solar power to the industrial park’s power grid will help reduce pressure on EVN’s power grid of the industrial park and meet production and business electricity needs.

V. Investment incentives in Du Long Industrial Park

• Regarding Corporate Income Tax: Tax rate is 10% for 15 years, including exemption for the first 4 years from the date of taxable income and a 50% reduction for the next 9 years.
• Regarding import tax: Exemption from import tax for goods imported to create fixed assets.
• Land rent exemption: Technical infrastructure investment projects will be exempt from land rent throughout the project implementation period.
